But we can and must do more to connect the European Union and China. Our citizens, industries, and organisations can all benefit from a closer, improved, and better-defined EU-China relationship based on shared responsibility. The&nbsp;<a href="http://eeas.europa.eu/china/docs/joint_communication_to_the_european_parliament_and_the_council_-_elements_for_a_new_eu_strategy_on_china.pdf">Joint Communication</a> that we have adopted today will, I am sure, enable our relationship to fulfil its clear potential."</em></font></p><font class="default"> </font><p><font class="default">The&nbsp;<a href="http://eeas.europa.eu/china/docs/joint_communication_to_the_european_parliament_and_the_council_-_elements_for_a_new_eu_strategy_on_china.pdf">Joint Communication</a> identifies major opportunities for the EU's relationship with China, in particular with the aim of creating jobs and growth in Europe as well as vigorously promoting a greater opening up of the Chinese market to European business, thus contributing to the first priority of President Juncker's Commission.</font></p><font class="default"> </font><p><font class="default">Such opportunities include concluding an ambitious and comprehensive agreement on investment, a Chinese contribution to the Investment Plan for Europe (*), joint research and innovation activities, as well as connecting the Eurasian continent via a physical and digital network through which trade, investment and people-to-people contact can flow.</font></p><font class="default"> </font><p><font class="default">Looking further ahead, broader ambitions such as a deep and comprehensive Free Trade Agreement can be considered once an ambitious investment agreement between the two sides has been concluded and reforms that level the playing field for domestic and foreign companies have been implemented. In this regard, China must make significant, time-bound and verifiable cuts in industrial over-capacity, notably in the steel sector, to prevent negative consequences from unfair competition. Further strengthening the effectiveness of the EU's Trade Defence Instruments, notably through the swift adoption of the Commission's Trade Defence Instruments modernisation proposal of April 2013, is key. The EU will continue to support China's economic and social reform programme through its many dialogues with China so that the country can reap the full benefits of market-led reform, including by eliminating state-induced economic distortions and reforming state-owned enterprises.</font></p><font class="default"> </font><p><font class="default">The&nbsp;<a href="http://eeas.europa.eu/china/docs/joint_communication_to_the_european_parliament_and_the_council_-_elements_for_a_new_eu_strategy_on_china.pdf">Joint Communication</a> also highlights opportunities for closer cooperation and partnership between the EU and China in the fields of foreign and security policy. Building on the positive experience of the Iran nuclear talks, the European Union and China should work more closely together in order to resolve international conflicts and foreign policy priorities both bilaterally and in multilateral contexts such as the UN system and in the G20. Issues of a global nature like migration, international development assistance, the environment and fighting climate change can only be resolved through a global response, and for this reason a collaborative EU-China relationship is crucial.</font></p><font class="default"> </font><p><font class="default">The EU's engagement with China will be principled, practical and pragmatic, staying true to its interests and values, in particular adherence to international rules and norms, and respect for human rights. The EU should continue to work cohesively and effectively as a coherent block to achieve ambitious objectives on behalf of European citizens.</font></p><font class="default"> </font><p><font class="default">The Joint Communication will now be presented to the Council and to the European Parliament.</font></p><font class="default"> </font><p><font class="default"><strong>Background:</strong></font></p><font class="default"> </font><p><font class="default">The European Commission's last Communication on China in 2006 was adopted a decade ago. The EU and China have both undergone considerable changes since then. China is becoming more present in all regions of the world, economically and politically. This new reality calls for a fresh EU narrative that recognises the need to deal with these new developments. However, a large number of human rights lawyers and defenders connected to the 9 July 2015 crackdown are still held in custody or kept incommunicado. Accusations of ‘subversion of state power’ or incitement to subversion deny the nature of the work of these human rights defenders, which involves advocating the promotion and protection of rights guaranteed under the Chinese Constitution and the Universal Declaration of Human Rights.</p> <p style="text-align: justify;">We call for full transparency and the respect for due process in these cases, which should lead to the release of the individuals concerned. Those detained still have not been allowed access to lawyers of their own choosing or visits from their relatives. Legal deadlines for judicial decisions in these cases have been repeatedly deferred, thus prolonging the current state of uncertainty.</p> <p style="text-align: justify;">We also note with concern that lawyers seeking to defend these individuals have reportedly been threatened with the cancellation of their licenses to practise law. For example, Eesti Energia discusses funding opportunities for the power plant project based on Enefit oil shale technology in Jordan with the biggest banks of China.</p> <p>Although the meeting lasted longer than initially planned, Lou also felt a lively interest in Estonia’s financial policy, financing of the social system, and reform experience. They also discussed the reforms that ensured the success of the Estonian tax system. At the meeting, Rõivas also invited the Minister of Finance to Estonia and Lou accepted this invitation.</p> <p>In 2010, Forbes mentioned Minister of Finance Lou Jiwei in the list of 30 most influential people in the world. The meeting focused on cooperation in the field of logistics, food industry, as well as tourism and oil shale technologies.<br><br></div> <br><div align="justify">Prime Minister Rõivas said at the meeting that the interest of Estonian companies in China as a target market is currently increasing, and more and more investors are sought among Chinese companies in order to contribute to joint development projects. “We discussed specific cooperation projects, for example, using Port of Tallinn for the transport of Chinese goods, and Omniva’s cooperation with a Chinese large company,” Rõivas said.<br><br>Rõivas confirmed that trade and logistics will remain as an important part of the Estonian economy. China as the world’s largest exporter is currently creating a transport corridor to Europe with the new Silk Road project, and appreciates Estonia’s geographical location and the experience of the logistics companies here. Estonia has the easternmost ice-free ports of the European Union, which enables year-round freight traffic from the East to the West. A good example of the cooperation between the logistics companies of the two countries is the joint company recently created between Omniva and the biggest courier company in China, SF Express, where the logistics of parcels sent from China to Europe is organised through Tallinn Airport.<br><br><br>According to Rõivas, food industry is one of the sectors in Estonia that is deeply interested in China. “Premier of the State Council Li gave a clear signal that China is interested in opening its market to the Estonian agricultural products,” Rõivas said. In December, Minister of Rural Affairs Urmas Kruuse will visit China together with the companies of Estonian food industry.<br><br>China, having the world’s third-largest oil shale reserves, is interested in the use of the most modern oil shale technology of Eesti Energia, as well as in cooperation on third markets, such as the joint project of Eesti Energia and large companies of China in Jordan.<br><br>While discussing tourism, Rõivas said that although the number of visitors from China is showing rapid growth among tourists visiting Estonia, there are still a lot of growth opportunities. Estonia with its cultural values and pure nature is an attractive destination for the Chinese people. "Estonia is offering a stable economic environment and trustworthy, top-quality and competitive conditions, which are necessary for ensuring regular product flow," he added.</p> <p>In 2013, Uzbekistan was 61st among Estonia's trading partners and trade turnover amounted to 10 million euros, of which the majority or 9,9 million euros, was from export. At the end of 2013, the volume of Uzbek direct investments into Estonia totalled 3.2 million euros.</p> <p>Paet reiterated that the agreement on the avoidance of double taxation between Estonia and Uzbekistan came into force at the end of last year. "We hope to sign an agreement on the protection of investments as soon as possible and are also ready to enter into an international trucking agreement," Paet said at a meeting with Uzbekistan's Minister of Foreign Economic Affairs, Investments and Trade Elyor Ganijev in Tashkent.</p> <p>In Paet's view, Uzbeskitan's integration with the World Trade Organization (WTO) is important and would positively affect the economic development of the country.
